George W Bush is
leaving behind some Christmas presents for
incoming President Barack Obama only he won’t like them…
The phenomenon is called, “
midnight regulations” – as in “
last minute” – you leave behind a
whole package of hostile legislation that it will take years to
clear away.
New rules are being set in place that will
erode health and
safety legislation, pollute the environment, encourage gun
ownership and protect the coal and energy giants, who have historically supported Mr Bush.
Healthcare, civil liberties and
waste disposal are some of the areas Bush’s
lightning measures will directly oppose those of the incoming Democrat.
The Code of Federal Regulations
allows policy to pass that will have the same
weight as
Law, but without having to
go through Congress.
Previous Presidents have used this tactic, but none as excessively as the
wounded Bush.
Coal companies will be allowed to
dump waste in rivers and
streams, they will be allowed to
build near national parks and
increase emissions
without installing anti-pollution technology.
Millions of acres of land will be opened up to
oil shale extraction; which Greenpeace
claims is a disaster for the environment.
Government will no longer have any control over the rail transport of dangerous materials in
tightly populated areas.
Healthcare workers can now refuse to participate in
abortions on moral
grounds.
Truck drivers will have to face driving longer hours without
rest – as their protection is being relaxed.
Targets on ocean-sea
fishing will now be monitored, not by the government, but by the fishing industry.
Factory farms will be
free to decide where they dump chemical waste. The Obama administration will already have a vast agenda to
deal with the economic
crisis, these measures, which the team are
pledged to
undo, will only take up more government time.
There is a saying in English, “
put a spanner in the works.” Bush has “put a spanner” in the works of his successor. Not exactly fair play.
